The Ideal style Carolina #403 aluminum fence has a smooth top rail with staggered pickets between the two top rails. All heights have three rails.

Good quality fence for the price
Good quality fence for the price. Home Depot and Lowes look less sturdy at higher cost. Shipping makes Hoover more expensive however.
